The start rent date is the date when your obligation to pay rent begins.
From the start rent date:

the landlord is keeping the property reserved and available only for you, and

you are responsible for paying rent, even if you decide to arrive a bit later.
The start rent date is written in your Tenancy (Lease) Agreement and usually matches (or is very close to) your planned move-in date.
