At the beginning of the tenancy, the landlord must hand over the apartment:

clean, tidy and habitable,

with working appliances and basic equipment needed for normal living.
The landlord is not obliged to provide consumables or extra items such as cleaning products, toilet paper, full kitchenware, fancy tools, etc.
After you move in, you have 48 hours to:

check the apartment and appliances,

report any defects or issues to the landlord, and
-
together with the landlord, document the condition of the apartment and the initial meter readings for water, gas and electricity (usually with photos).
This documentation is very important for comparing the condition at move-in and at move-out.
